This is a Warhammer 40k Space Marine in Mark VI "Corvus" (a.k.a. Beaky) power armour, albeit with a distinct lack of badges or insignia. I'm not sure which chapter he's supposed to be from; to be quite honest, I'm not sure I gave it much thought beyond "ooh, it looks nice in red".
He's holding a (rather wonky) Bolt Pistol in one hand and an elongated Plasma Pistol in the other.
The name of this picture is derived from the fact that he looks much less bulky than Space Marines usually tend to. I have to say that this wasn't really intentional; I just struggle sometimes with making bulky males look quite bulky enough. I'll let you make up your own mind on whether or not his impressively trim figure is a good thing.
Overall I think that this isn't a particularly great picture. I probably didn't do myself any favours by attempting to colour it in Painter, which I'm fairly inexperienced with. Also, now that I think about it, I'm not sure I've ever drawn a convincing 40k Marine. Maybe one day!
